Safari in iOS 9 keeps flashing previously closed tabs/windows when using app switcher

Title pretty much explains the issue. But when using the app switcher (double tapping home button), Safari is displaying previously closed tabs/windows.

Obviously this is a very, very serious security concern, as well as a privacy concern. Banking information, passwords—anything that was previously closed (including sessions) show up in this manner. Seems to happen only in landscape mode? For example, Clash of Clans a "Landscape" view only app. From what I can tell, the issue doesn't seem to replicate in apps that are in portrait mode.

Deleted history, reset the device, etcetera to no avail.

What's the deal? Really need a fix for this.

iPhone 6 - iOS 9.0.2 (has been doing this since 9.0)
