While installing an update my ipad mini freezes on the logo screen can not open
I have already tried re-starting by holding down the two buttons, which turns it off, then the same problem occurs when I turn it back on.

If you are having an issue with being unable to update the iOS version of your iPad mini, I would suggest that you troubleshoot using the steps in this article - Resolve iOS update and restore errors in iTunes.

The reset by holding down both the Home button and the Sleep/Wake button is done by pressing the buttons continuously until the Apple logo appears. Then release the button and let the device restart. You will not lose data doing this. It's like a computer reboot.
It sounds like you are letting go of the buttons when the iPad turns off. You must continue to hold the buttons until the Apple logo appears.
