Optimized iCloud Photo Library still too large for 16 Gb iPhone

After upgrading to a 200 Gb iCloud Storage plan and switching to Optimize Storage on the iPhone, the size of my 'thumbnail' photos is still taking up too much of my storage on the device itself (16 Gb). Is there an option to only keep photos from a certain timeframe unless you actively search them?
