In the Mail account there is a setting for when to Delete mail from the server. You can set it to allow Mail to be downloaded on more than one device.

In my case I have my iPad and iPhone set to "Remove from Server > Never." But on my iMac I have the "Mail Removed rom the Server > Immediately." This allows for keeping the server clean as I am limited to how much stuff I can keep there.

On the iPad you'll find this in the Settings app:

Settings > Mail, Contacts, Calendars > Your Mail Account > Scroll Down to Advanced > Delete from Server > Never

If you change an "Advanced" settings be sure to tap on Done when going back through the stages to reach the main area f the settings app. Tapping on Cancel will not result in the change sticking.
