App Store problems as of 10/12/15: blank icons, Error 503

On my 2 iPhones (one 6 and one 6+) and iPad 2 iPad Mini (all iOS 9.02), apps that recently have been updated show blank (i.e., gray) icons. At times, no update occurs: just a brief spinning of the wheel followed by a return to "UPDATE". This has gone on for at least two weeks.

On my 2 MacBookPros (13", Mid 2010, El Capitan 10.11), an attempt to update an app yields Error 503. This began today.
