Cannot use Siri to dictate text messages

I am on an iPhone 6S using iOS 9.0.2. Using Siri to dictate messages no longer works. It worked fine on my 5S with iOS 9. Every time I try, Siri starts a Facetime conversation or wants to play music. Is anyone else having this issue? Rebooting doesn't help. Messing with the enable dictation setting doesn't help. I have reset all of my settings and that hasn't helped either.
