I've been able to add a Visa, MC and AMEX using my iPhone 5 (iOS8.x) and Apple Watch (watchOS1.x) previously. Now I'm on iOS9.x and watchOS2.x and I have a new AMEX card (new account, new number from the previous AMEX card).
I tried adding the card, and it keeps saying unable to add card. I called AMEX and they said it is Apple Pay's fault due to the recent update. I'm skeptical but am checking anyway.
I then deleted the first AMEX card which was added successfully previously and tried to re-add it again. Same issue encountered. Cannot add it.
So, is it really Apple Pay at fault with the new iOS and watchOS??
