Why can't I manually manage MY music on my iPod Touch??

I have read many of the support threads around this topic. I understand that by signing up for Apple Music I have lost the ability to drag and drop songs and playlists to my device (a TERRIBLE idea by the way, Apple) unless I disable the iCloud Library.

I can not seem to do this. No matter how many times I uncheck the boxes in preferences I am told that my iCloud Music Library is "ON".
