iCloud not syncing correctly

I updated to El capitan on my iMac and my Macbook Air. My air is working fine but on my iMac, My upgraded notes are not syncing, I am getting duplicate calendar events and reminders, and iCloud Keychain is not working as well.

I tried reinstalling OS X, wiping and restoring from a backup, and recreating my user account profile by creating a new user, deleting my current account but leaving the home folder, and then creating a new user with the same name and letting OS X attach the home folder with the new account.

Any suggestions?
