I have an ipad 2. Went to upgrade software, then had to restore. Did not restore. Tried all the possible USB cable issues, tried the reset. But does not work. All I have is a pic of Itunes wanting a cable connection.
The failure happens when it is actually downloading to the Ipad. Seems to time out with the Apple Screen and the little bar across showing no progress.
What to do??

Have you tried forcing it into recovery mode?
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
Try disabling your firewall and antivirus software, or try another computer. If you don't have access to another computer, you can make an appointment at an Apple Store and they will help.
Be certain you are using iTunes 12.3 on your computer (the current version). Since it sounds as if you update/upgrade software extremely infrequently, it is highly likely your computer's operating system is too old to accommodate this latest version of iTunes, which is required to interface with iOS 9.
"What to do?" Make it a habit to regularly update all software on every device you own.
My Mac is running 10.8.2 and my Itunes is running 12.3.0.44
Looks like the last step is falling apart. it starts out knowing my Serial #, then extracts software, preparing Ipad, verifying ipad restore with apple, then waiting for ipad, the Serial # goes NA and then failure.
