I can't upgrade my iCloud storage on my PC. When I click on Storage I don't see the words "Upgrade My Storage."

I can't upgrade my iCloud storage on my PC. When I click on Storage I don't see the words "Upgrade My Storage." A small blank window pops up with a red "X" in the upper right.

PC-OTHER, Windows 7
