iPhone 5s Settings open after every restart or reboot.

Since installing iOS 9, on my iPhone (5s, iOS 9.0.2) the Settings open after every restart or reboot. I followed the steps in this post Apps stay open after reboot in ios 9, but I did not go so far as to set my iPhone up as New. That didn't fix it.

Just before upgrading to iOS 9 I went through setting my phone up as New 3 separate times to solve a problem where I could not text ONLY my son. The third time solved the problem, but that very day iOS 9 was released and I updated it. Now I've got this stinking problem. I don't know if I can stand another bout of setting my phone up as New.

Any other suggestions?
