Appstore not stopping downloads even after password is set

The problem I'm having is that the appstore allows items that have been previously downloaded even after password security is turned on.

My kiD keeps downloading games on his school iPad and even iPhone after I set to require password every time.

Is there a way to block this or delete past app download history?
