Phone numbers don't format correctly in Contacts

I added a new iPad and imported from my previous iPad backup on iTunes. The phone numbers in contacts show up like this (81) 5555-5555. I've reset it several times. Toggled the contacts off and on. even wiped it out and started over. It's correct on my Mac, phone and other iPad. It is set to English and US. Does anyone know how to correct this issue?

Answering my own question in case someone comes across this later. The issue ended up being the SIM card. Apparently it was from another country even though I was unaware of it. Even though all of the iPad settings were correct (US, English), apparently the SIM can overwrite the phone number format in some cases. Just removing the SIM and doing a soft reset or completely wiping out the settings did not fix it. I had to remove the SIM and then reload from a backup of the iPad I was replacing before it showed correctly.
