Internet uploads from MacPro seem to be throttled to about 4 Mbps. Uploads from MacBook, which uses the same switch and path to internet blazes away at 40 Mbps. Download speeds are about the same for both machines. Any ideas?

Are the speeds quoted from an Internet Speed test? If not, what are those numbers?
Ethernet connection. Speed test using speakeasy.net/speedtest
What Link speed is reported in Network Utility? Are more than a handful of errors shown?
If not shown in Utilities, Network Utility can be found here:

Shows 0 Send Errors, 17 Recv Errors
and what does it show for (actual) Link Speed?

If Network Utility says your Actual is 1Gbits/sec, that is good. That checks out the port on the Mac and the cable to the switch.
17 Receive errors may be a little high, or it may be nothing.
You could also use Network Utility to Ping your Router's IP address, or your ISP's Router and see if you get any dropouts. Send 10 times should tell you, but you can put in a larger number if you like.
Have you tried a different port on your Switch ?
Yup. Plugged MacPro into the port the MacBook was using, and vice versa. Same result. Slow upload from the Pro, speedy from the Book.
If the wiring part is working, then the only other things that could be slowing you down is third-party add-ons that interfere, or your Mac so bogged down it can't move.
The prime suspect for the former is so-called "anti-Virus" software, which puts its tentacles in everything and slows down file transfers on the pretext of scanning files for Viruses.
On the latter, Activity Monitor can be used to see how your Mac is doing in general.
Both machines have essentially the same software. I haven't intentionally installed antivirus beyond what comes with a Mac. Activity monitor shows lots of cpu overhead, and I don't see any processes kick in when I do an internet file upload. Most bizarre. Thank you for trying.
It appears the problem is with my IT infrastructure, not the machine. Thanks to the community for helping me look for a solution.
This thread will be here a long time, and others may find it by searching for similar problem.
Can you share anything more about how you homed in and finally detected the problem, or what it was?
