    Error 23 is reported as a possible hardware error, but provides some troubleshooting steps to take before contacting Apple Care.

    I find the replies in this forum rather frustrating as the apple troubleshooter refers you straight to the pages suggested here. My suspicion is that the solutions will already have been tried before referring to the complexity of the forum. The so-called experts referring us the great unwashed there is rather pointless.

     

    My solution to error 23 when ITunes refused to download the software on two computers despite apparently exploring everything suggested was actually to go back to the ISP and reset my broadband settings.  It turned out that the problem was not software or the computers, but the broadband security settings. I turned them off and all was well.

     

    So simple, yet no posts have apparently been made by anyone with this solution. Or maybe I just thought someone else would have tried this first.

    You might want to take a look back at the TOS you agreed to when you joined the forum. We are not Apple troubleshooters, we are users like you, volunteers that spend time here attempting to help others. Since there is no way to know what other have tried as far as troubleshooting, unless they take the time to post it, as the forum suggests, then it is necessary to start from the beginning. Users that have referred to the forum from a support document have the support document linked to the question, and this one does not. So it is not correct to assume they came from a support document.

     

    If you take the time to read the support document link that I provided, the first step there is to check security settings. While it mentions security software settings on the particular computer, that would also include any other security settings you may have.

     

    Check for hardware issues

    Errors: 1, 3, 11, 12, 13, 14, 16, 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 53, 56, 1002, 1004, 1011, 1012, 1014, 1667, or 1669.

    Your device or computer might have a hardware issue that stops the update or restore from completing.

    1. Check that your security software and settings aren't blocking your device from communicating with the Apple update server.
    2. Then try to restore your iOS device two more times while connected with a cable, computer, and network you know are good.
    3. Make sure that your security software and settings are allowing communication between your device and update servers.
    4. If you still see the error message when you update or restore, contact Apple support.

    If you still see the error message, check for outdated or modified software.

     

    You discovered that you had additional security settings in your ISP connection. It is not the best idea to make assumptions of other people, since you have no real idea here what the OP had tried or not based on the simplistic statement made in their post, which is supposed to be a detailed question.
