Why don't I have the "Touch ID and Passcode" option is settings?

I read the KB article about how to set up the Touch ID, and it says the feature is available for the iPhone 5S, which is what I have. But in Settings I only have the "Passcode" option. My iOS updated recently, so it should be the most recent.

The answer is as I thought - you actually have an iPhone 5, not an iPhone 5S. Here is one of several articles I found confirming this:

So your iPhone does not have Touch ID.

Thank you sberman, stedman1, and razmee209 mystery solved then. I didn't even know there was a 5 model without a letter. I had only ever heard of the 5S and 5C. So unfortunately I can't use the finger ID 😟 but at least I know why and I won't have to keep hunting for he answer. I'm sure this will help others with the same question too.
