Unable to send messages from iPad as phone number
Need to add phone number on iPad for sending imessages

You need to link the iPad to your phone. That is done on the phone in Settings>Messages>Text Message Forwarding. You can select your iPad there, then go to the iPad and select Settings>Messages and go to Send & Receive and select your phone number.
