App Store ...GET ... install ... and then get again

Trying to download apps on iPhone 6, with iOS 9.0.2 from the App Store

I first see: GET, the INSTALL and then comes a circle going around... now download,

no request for password and reverts back to the get .

Switched the phone off and on again, same result.
