Welcome to Apple Support Communities.
If I understand correctly, the Notes app on your iPhone 4 is no longer syncing with your MacBook Pro since upgrading to OS X El Capitan. It sounds like you may have upgraded Notes on your MacBook Pro and they aren't syncing with your iPhone 4 anymore because it doesn't meet the minimum system requirements for iOS 9, as described in the article below.
Upgrade your notes with iOS 9 and OS X El Capitan - Apple Support
When you open Notes in iOS 9 and OS X El Capitan for the first time and select Upgrade Now, both your notes on your device and your notes on iCloud.com will upgrade. And if you sign in to iCloud with the same Apple ID on your other devices with iOS 9 and OS X El Capitan, any changes you make to a note on one device instantly appear on all your other devices.
The notes you created before your upgrade might look different, but you can immediately start using all of the new app features to customize and enhance them.
If you upgrade later, your notes will stay the same, and you can upgrade to the new features at any time. Just open Notes and select Upgrade.
You can find more information about the iOS 9 system requirements here:
System Requirements
iPhone 4s or later
iPad 2 or later
iPad mini or later
iPod touch (5th gen)
So long.
