If I understand correctly, the computer is not recognizing a scanner you connected to the computer. I would recommend you read this article, it should be helpful in troubleshooting your issue.

Oct 15, 2015 11:23 AM in response to mario49by Michael Brooks1,I tried both those methods, including uninstalling and reinstalling the drivers. Previously the scanner could be seen to initialize at boot, but not under El Capitan.

It looks like you have already done some troubleshooting.
Get help resolving printer issues on your Mac - Apple Support
- If your printer is connected to the USB port of your Mac, disconnect the printer.
If the issue persists, reset the printing system

I am having the same issue. I was able to fix it by installing new drivers with the first release of El Capitan, but after updating to 10.11.1 nothing works. The LiDE scanner isn't recognized and I don't even sense there is power after disconnecting and reconnecting the USB power cable. This seems to occur every single time a new OS or OS version comes out. Is the only answer to go backwards to another OS?
It is maddening. I switched to Mac in 2006 due to driver and compatibility issues. Now it seems like I am having just as many with OS X as I was with Windows/PC. I used to tell friends about the ease of use with Mac and seamless integration, but it really isn't the case anymore. I am quite disappointed.

Aug 17, 2016 9:29 AM in response to Michael Brooks1by D'Artacan,My wife found the weirdest trick for this: Connect the scanner, put the computer to sleep and then wake it up. For some reason, my laptop recognizes the scanner after this.
