can i make a new account when has an account has been disabled
just wondering if someone can tell if I can create a new account when the old account has been disabled

You can create a new account, but all content downloaded by your old account will remain tied to that old account, so only that account can potentially redownload its purchases, download updates to its apps, and authorise its content on a new computer's iTunes.

Have you tried getting the account re-eanbled ? If it’s been disabled for security reasons then resetting the password might fix it : If your Apple ID has been locked - Apple Support
You might then need to log out of your account on your phone by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it.
