Numbers update 3.6 (2557) numbers format not working

I have just updated to Numbers on El Capitan - and the numbers formatting is no longer working.

I have set thousands separator as a "," and decimal as "."

however Numbers now shows thousands as a space " " and decimal as a ","

System preference settings are still as I set them. and there is nothing in numbers preferences to change these settings.

I have rebooted - still the same. BUG ?

I'm running Numbers 3.6 under El Capitan on a MacBook Pro.

I have a definitely aggravating problem with number formatting in Numbers due to the fact that the System decimal separator, in my case a comma, is not recognized by Numbers, neither automatically nor even by imposing cell data formatting.

For example, if I start Numbers with a brand new blank file, and in a cell I type 33,96 well, Numbers doesn't recognize it as a number and it remains aligned to the left. And if I format another cell to the Number format before hand, and specifiy two decimal places, then when I enter the same value of 33,96 in this cell, it becomes 3396,00 !

I haven't found any parameter setting in Numbers that controls this behavior.

I've closed (delete) the file, closed Numbers, restarted the Mac, reopened Numbers with a new blank file. Same behavior.

Am I doing something wrong or dos Apple need to do some homework?

Apple, could you please ask the new version of Numbers (3.6) to go and find out what System Preferences>Language and Region>General>Grouping and Decimal says the user would like, and use that. I’ve just opened a document to find “,” as the thousands separator, where I require “ “. (While I’m at it, it seems to me that every new version of Numbers is a little less usable than the one before. Where is AppleWorks GS when I need it?)

This happens on documents I have been working on previously. I had no problem with the previous version of Numbers.

I tried a new document as well, and same issue - the decimal and thousands separator is no longer what I set them to.

Data Format ?

I have regional settings set to South Africa - and Decimal "." and Thousands Separator as ","

Thanks
