Q: how to get rid of restriction without passcode

I recently purchased the new iPhone 6s. When I try to reset my iPhone 4s it says restrictions are on. I never set restrictions.

My passcode I have for my phone does not unlock it.

When I try to reset the phone and erase all content and settings it asks for the passcode and will not reset. I only have one passcode. Will my phone lock up if I try 10 times?????

When I set up my iPhone 6s and uploaded my saved information in iTunes......my 6s says restrictions on also.....with the same number of attempts at passcode.

I do not have an Apple computer.

Please help.

As it says in this article:

"If you lose or forget your restrictions passcode, you'll need to erase your device and then set it up as a new device to remove the passcode."

The restrictions did not set themselves. Someone with access to your iPhone set them up.

I tried erasing my device but it won't let me. It asks for my passcode.
When I connect it to my computer and try to erase through iTunes.....it goes through all the processes then says an error occurred. I've tried erasing it on both my computers that I backed it up on.
