Does anyone know if there is an adapter or peripheral device that will allow me to do this?
I am trying to plug my Thunderbolt Display into an EVGA GTX-980Ti graphics card.

If your computer doesn't have Thunderbolt you can't use a Thunderbolt display. There are no adapters.
What about by using a Thunderbolt PCI express card?
Those cards require a computer with a Thunderbolt motherboard. Note the "TB Header" connector on the top.
Bugger me. What a drag!
That seems seriously limiting by Apple, not just from the point of view of a naive customer (i.e. me), but also from their point of view in terms of selling displays to a broader market (i.e all PC user who may like to give the impression of using a Mac).
Is there any hope of a product coming out that could bridge that divide or is it a matter of selling the monitor and buying a non-Apple one?

Apple makes their displays as accessories to their computers. They have never made any effort to make them work with anything else. They do make adapters so their computers can be used with non-Apple displays.
The new MacBook has USB-C and no Thunderbolt, so there is hope for a new non-Thunderbolt Apple display.
