It sounds like you cannot turn on or do anything with your Wi-Fi settings because it is grayed out on your iPod Touch. I would recommend these steps from the following article about that very issue, named:
If Wi-Fi is grayed out or dim on your iPhone, iPad, or iPod touch
- Make sure you have the latest version of iOS.
- Tap Settings General > Reset > Reset Network Settings. This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.
If you still need help, contact Apple for support and service options.
If none of that works, then you do have the option of restoring your iPod to see if that brings it back. First backup your device to iTunes, then restore it as new to see if that works.
How to erase your iOS device and then set it up as a new device or restore it from backups
If it does, then restore your backup to either verify it still works and the software just needed reinstalled, or isolate the issue to the backup file itself.If not then I would use the link to contact Apple in the first article I provided about Wi-Fi being grayed out.
