Sign in to the iTunes Store with the same Apple ID you're trying to use in the App Store. If you can do that, try the App Store again.

Great tip, thanks! When I tried signing into iTunes it told me it needed me to verify my payment information. Once I'd done that, I went back to the App Store and tried signing in again - worked just fine!

I was trying to upgrade to El Capitan from Yosemite and I just had this same problem. I tried signing into iTunes and updating payment info but that didn't work. What did work was going into the "Purchased" tab in the App Store. There it prompted me to sign in to my Apple ID which I did successfully and with no errors thrown. When I went back to the Updates tab and clicked "Free Upgrade" for El Cap, it worked perfectly.

Had the same problem. In the app store I clicked "store" then "sign in." Once I signed in from the menu bar, I was able to purchase and no longer got the error message.

I have the same problem, when I view the "store" in app store menu bar, my account is the one I've ever logged in. After signed out the older account and sign in the new account, the error message has gone.

Hello All that have this "There was an error in the iTunes Store. Please try again later. (3131)" code.

I thought it was my card info too but it wasn't.

1. Open iTunes

2. GOTO Account TAB

3. Log in if you arent already

4. VIEW MY ACCOUNT

5. GOTO iTunes in the Cloud (Click on MANAGE Devices)

6. Get rid of the old iPhone, IPods, and what ever else you are not using,... CHECK dates

7.Hit done

all is well. You can now re-download what wasn't in the first place
