Swipe up from the bottom to bring up the control center and you can turn that off.. You can also change this in the settings under general I believe.
If the rotation isn't locked, there are some apps that simply do not rotate. I have some games that are only played in landscape or portrait, so if some rotates but not all it could simply be the app that doesn't rotate

Oct 18, 2015 2:08 PM in response to Cob123by Demo,IF you see the padlock icon in the upper right corner of the screen, orientation is locked. It could be locked by the side switch if you have it set that way in Setting>General>Use Side Switch to>Lock Rotation. If you have it set to Mute, swipe up from the bottom of the screen to get to the control center. The Lock button will be in the row of icons on the right. If it is white as it is in this screenshot, tap on it and that will unlock the screen.

IF the screen is unlocked but will not rotate, and it only happens with specific apps, remember that not all apps allow for screen rotation. If you know that the app should allow rotation, try a forced restart of the device. No data will be lost.
To force restart your device, press and hold both the Sleep/Wake and Home button for at least 10 seconds, until you see the Apple logo.
