a replacement copy of the OS X on DVD (and use an external DVD drive)
if such an original official media disc is available from Apple. Call Apple at
their main store number, or at AppleCare/support, and have your computer
serial number and other identifiers available to provide them as needed.
Along with a method of payment, such as credit card, etc.
If the computer is newer and shipped with an OS X later than Snow Leopard
10.6.x its system should be available; after Lion 10.7, it would have been
possible to have OS X Recovery (in its own partition) installed on the Mac HD.
If no media was ever included, and you have been using a newer OS X than
originally equipped, you should be able to re-install whatever the latest OS X
system version from the Mac App Store online.
If there is no OS X recovery (or if the hard drive was replaced and it has nothing
on it such as a format, or any bootable volumes) you could see if this may help:

This would be a means to attempt to restore this function without erasing any
existing content on the hard drive; it also would allow you to use tools not
available if the computer drive had been erased w/o any install DVD media.
However since you did not specify what model year your MacBook/Air is, that
may not be adequate in and by itself. Seek an Apple Store with genius, and by
appointment they may be able to help resolve the issue. The online restore
method includes use of App Store, and any upgrade from original system to
a level past 10.6.8 requires accessing the App Store. Or another method that
Apple authorized service provider smay have available in their tech department.
When first viewed a few minutes ago, your post appeared many hours old and
had no replies. Sometimes this ASC forum area will do that, even when there
are replies already in place; some are not visible until someone else posts...
So if your question has been answered or replied to, be that as it may.
Hopefully you are able to contact an authorized Apple service provider, if not
go online and use one of the methods suggested in Support links above to

a secure or encrypted hard disk drive or partitions, that may be it...
If that's the case, it would need the correct password to unlock, first.
And if you aren't using an Admin user account, then any upgrade or
update would require being logged in as the Admin to proceed.
I've been away from the internet and the like, for a few days, sorry
that I missed this until just now. An authorized Apple specialist or
an Apple Store with genius may be able to see the issue if presented
the computer. That can tell plenty; there may be alternative things to
try & do, if one has access and can look over the entirety.
