Scrolling doesnt work. Multitouch doesnt work.
The left and right mouse buttons work of course. But nothing else.

Try the final release of El Capitan, it has the correct drivers. The new peripherals don't currently have full functionality unless they are running under 10.11.
He is under 10.11 as am I. I have the exact same issue, and I'm on the latest OS

I got the magic mouse 2 yesterday, and it would not work correctly either. I was running 10.11 beta. I downloaded the final version, and now my magic mouse works like it's supposed to.
I am currently on 10.11 final version and it won't work. It is still recognized as a regular Apple Mouse and no gesture is working right now... Anyone with a solution?
