Based on what you stated, it seems like you began downloading iOS 9 on WiFi. It used cellular data instead of WiFi data. I would recommend you read this article, it should be helpful in troubleshooting your issue.
There are two things I can think of that would use cellular data instead of WiFi.
About cellular data settings and usage on your iPhone and iPad - Apple Support
Exchange ActiveSync accounts are handled separately from other Mail and Calendar accounts. Exchange ActiveSync accounts will continue to use cellular data even if you turn off cellular data for Mail and Calendar. To view your Exchange ActiveSync cellular data usage, tap Settings > Cellular > System Services.
if the Wi-Fi connection degrades, you'll stay connected to the Wi-Fi network, but your device will route the data over cellular data.

Thanks a lot for the time you took to reply to my question; but I kept track to my Data consumption right after the update and everything was normal; the issue happened after a day when I went out of home where my WIFI is, and I noticed that most of people near in Lebanon who are using iOS 9.0 are having the same problem.
The Update is definitely great but not to the tarrifs that we have in Lebanon which are really expensive.
