There is no latest version of Safari for Windows. You said it yourself; Apple has stopped developing it. If you need a browser for Windows, I recommend Firefox. It's less intrusive than Google Chrome, plus you have the added bonus of Mozilla not selling your information to companies so they can spam you with unwanted crap.
