HI,

yes that's pretty much it, I've a SIM card slot as I'm using an iPad Air 2 with sim slot. I put my SIM card in but it won't send text messages to people's phones. I have an iPhone but I'm not sure how to link them. I feel like that shouldn't matter if I've a SIM card, surely a benefit of being able to use a sim in my iPad is to communicate without 3/4G or wifi?

The sim card lets is what lets the iPad connect to 3G/4G. You do understand that without 3G/4G or Wifi there is no connection to anything, and no message sending.

With that said, however, the iPad only uses the sim card for internet access, it cannot send SMS on its own. It is not a phone. To send SMSs, the iPad needs to by linked to an iPhone, the instructions for how to do this, are in the link I provided above.

Here it is again:

Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

To use Continuity for SMS and MMS with your iPhone and your Mac, iPad or iPod touch

Your iPhone, iPad, and iPod touch need to use iOS 8.1, and your Mac needs to use OS X Yosemite.

  1. Sign in to iMessage on your iPhone, your other iOS devices, and your Mac using the same Apple ID.
  2. On your iPhone: Go to Settings > Messages > Send & Receive > You Can Be Reached By, and add a check to both your phone number and email address. Then, go to Settings > Messages > Text Message Forwarding, and enable the device(s) you would like to forward messages to.
  3. Your Mac, iPad, or iPod touch will display a code. Enter this code on your iPhone to verify the SMS feature.

This is an unhelpful feature of the Air2 (and maybe all Apple tablets). Why?? Because when using a SIM purchased abroad it is impossible to activate or topup (recharge) the SIM card when in the Air2. Either the SIM card has to be removed and inserted in a phone OR a (spare) phone has to be used as a hotspot or message forwarder.
I suspect there is no technical reason for the Air2 not to support service texts to the service provider. Other tablets provide this feature.
