Q: Can you rotate the camera view on a Thunderbolt Display?

I can't find one.  Offer your suggestion to Apple at OS X Product Feedback.

In the meantime, the best workaround I can suggest  is to get a Mac compatible external webcam (don't install any software that comes with it) and mount it on its side.  If you don't already know how to select the external cam, here are a couple of threads that should help you:
