Confirmation Failed - Error occurred connecting to APPLE ID

I can't enter in my iPad after I restored it to factory settings. After put my APPLE ID + Password, an error saying "Confirmation Failed" "An error as occurred trying to connect to APPLE ID servers"

Now im stuck on this "welcome screen" because this cant connect to APPLE ID servers but I have WiFi working... (im writing from my PC using the same wifi)(I tried using other wifi connections and the error is steal here!)

I there a way to force a new update to the ipad? (That what i did and now i have this error) I cant use iPad now... I need a FIX for this!
