I know how frustrating it can be when your are unable to send/receive messages in the Messages app as you would expect. In your situation, I understand that you are able to send and receive to all iMessage users, but not users that don’t use iMessage.
I do see that you have tried a lot of great troubleshooting already. To continue this troubleshooting process, I suggest reading over and working through all of the suggested steps in the attached article. I would suggest working through the article from top to bottom, completing all steps, including the ones you have already tried.

SMS is a carrier function. There is no way to turn it on or off from the phone itself. Call your carrier and have them check your account to make sure everything is set up correctly.
