Thank you for using Apple Support Communities. It is my understanding you are not able to connect to LTE with the iPad. I would recommend you read this article, it should be helpful in troubleshooting your issue.
If you can't connect to a cellular network or cellular data - Apple Support
If you can connect to 3G but not 4G LTE
Make sure that your device is compatible with LTE. Go to Settings > Cellular > Enable LTE. Identify your iPhone and compare its model number with the list of supported LTE carriers for your country or location. Or identify your iPad and compare its model number with the list of supported LTE carriers for your country location. LTE options might vary depending on your carrier's network.

but i think u didn't understand fully.
i Told that i've been using LTE befor updating, but aftar that it's not possible. My ipad is LTE available and settings are fine.
i Don't know what to do.

i Live in IRAN and because of sanctions, we are prohibited from using apple service.
in IRAN there are a lot of people that love apple but they don't get what they deserve.
i Hope we have apple soon in IRAN, we are waiting.
