Get the latest version of Safari for your Mac - Apple Support
Upgrade to El Capitan and you will get the latest Safari.

I wouldn't mind not updating, but I can't open my safari because it says it is `been updated` and it is not =/

I`m from Brazil, so my version is in Portuguese. Translated is something like: Safari is being updated. Safari can't be opened while it is being updated.
=/
