How can I prevent users from turning off location services on my IPADS?

I have 72 iPads that I will be using for my school. Currently, they have all been logged into with my School Apple ID, location services turned on, and I have enabled "Find my iPad" setting. I want this feature to remain enabled, so that if an iPad comes up missing, we can use the "Find My iPad" feature to locate it, or wipe it remotely.


However, what I have discovered, is that a user can easily go to the "Settings", then "Privacy" and disable 'Location Services' and they do not require a password to accomplish this.


Is there some way to prevent users from disabling location services? Is there a way to set up "Student users" for these iPads?


Any help or suggestions is welcome!
