The Mac Pro with Xeon processor has memory error correction Hardware on board, and the modules carry an extra 8 bits of error-checking information. The error correction Hardware is used aggressively at power-on, and any modules that need error correction during these first few seconds are declared absent.
16GB and larger modules for this Mac are supposed to be Registered modules (i.e., they have an output register to reduce Bus loading), and do not mix-and-match with smaller unregistered modules.
• You could have a problem with a memory socket, or with your DIMM insertion technique.
• You could have a problem with RAM DIMMs that are not the correct ones for your Mac, and therefore do not work properly.
• You could have a problem with Bus Loading. Unlike other machines of this calibre, the Mac Pro does not tolerate too many loads on the memory bus.
one way to check some of these problems is to remove one module (the one in slot 4) and see if the rest behave normally. if yes, bus loading or wrong DIMMs are implicated.
Another way to proceed is to contact the Vendor and demand that they help you make this work, or they will be getting these modules back in tomorrow's mail.
