Q: photos arent syncing from computer to iphone

Hello.

I am trying to upload a picture on my computer to my phone using iCloud. I uploaded it and on my iCloud photo's using icloud.com it shows.. on my phone it doesn't I am using a Windows 10 Computer and google chrome as well as a iPhone 5s

iPhone 5s, iOS 8.4.1

It sounds like your using
iCloud Photo Library FAQ - Apple Support

To sync like you did before you will want to just use
My Photo Stream FAQ - Apple Support
