It's really tough to answer questions that come off as rhetorical like yours. More information would really be helpful. However, I will take a shot.

Did you buy the iPad from someone else? If you did, it is tied to that previous owner's Apple ID. You would need their ID in order to activate it. Actually, you would need them to erase the device for you.

    Hi,

I have an iPad Air 2 with iCloud enabled. Last couple of weeks, I was keep on prompted to enter iCould ID and password in my device and it was not accepting my password. I was not able to download and install any new apps. Also not able to update any existing apps. So I have decided to upgrade to iOS 9.0.4 (latest). After I upgrade it to latest iOS, it's not allowing me to active my iPad even after entering my apple ID and password which is valid (Able to login from web https://appleid.apple.com).

When I contacted Apple Support India, they told that my iPad is mapped to different Apple ID. They are asking me to produce copy of the device purchase receipt which I don't have as it was bought almost 2 years back. I have even contacted the retailer and they also don't store receipts older than 6 months. But apple support is not ready to proceed even after producing the credit card statement. So I'm clueless on how to proceed as I'm not able to use the device though the sole owner of the device.

When I research about this problem, I came to know the that iCloud is hacked in Jun 2015 from the below articles,

I had similar issue with my iPhone 5 as both my devices running with same iCloud and Apple ID. I have contacted Apple support India with copy of the receipt and they were able to locate the hacker's ID (volrumesge1987@mail.ru) and helped me removing device from hacker's ID.

So I'm one of the victim on this hack and I'm unable to use my device now. Can someone guide me what to do on this to activate my iPad?

    Thanks
