Why can't I listen to my music without having wifi or cellular signal?

Today taking the train to work, I lost signal as usual and I wasn't able to listen to my music. A pop up came that said "Connect to wifi to play music. To play songs when you're not connected to Wi-Fi, turn on cellular playback in the music settings app." I hope this isn't how music has to be played now, by connecting to wifi or data.

iPhone 5s, iOS 9.0.2

Hey! I found out what was wrong. it was because during the update, I must've turned on iCloud music. on doing so it only synced 22 of my songs to my phone and the rest where on iCloud, which makes sense why I couldn't access anything. Thank you for gettingu brain going in trying to fix it. I just turned iCloud off and synced my music back on. Everything is again!🙂

On your Music app go to the drop down menu with the red letters in the middle of the screen Typically Artists is the default. Tap the arrow and go down to tap Only Offline music>On. That will show only music that is actually residing in your phone. You don't need WiFi to,listed to locally stored music.
