I Should have typed "there is NO passbook on the iPad" because it does not exist on the iPad. You can pay in apps and pay for certain services with Apple Pay, but you can't take the iPad to one of those electronic devices that works with passbook on the iPhone,

I have an iPhone 6, but my iPad is a couple of years old, and does not have the fingerprint reader on it, hence, no Apple Pay on the iPad. This is my take on it since I cannot use Apple Pay, or have the Wallet on my iPad.

To set up Apple Pay on iPad and be able to use it to pay within apps, you need iPad Air 2 or iPad mini 3 or later. You indicate that you have iPad Air 2, so this is compatible.
Apple Pay is currently available in the US and UK. If you are located in one of those countries, check the following:
- Your region on your iPad is set to the US or UK: Settings > General > Language & Region > Region - set to your country.
- You have Touch ID or a passcode set up on your iPad: Settings > General > Touch ID & Passcode.
- You are signed in to iCloud on your iPad with your Apple ID: Settings > iCloud.
You will also need a supported card from a participating UK or US issuer.

If the option to add cards to Apple Pay still does not appear, try restarting (or, if that doesn't work, force restarting) your iPad:

If you have not yet done so, you may also wish to update your iPad to the latest software (presently iOS 9.1):

Oct 25, 2015 5:09 PM in response to Shenningtonby Shennington,I have an iPad Air2. It has eveything. I live in England. It lets me add my debit card coz it has the Wallet showing in settings. But it just won't show the app on the iPad screen.

There is no Wallet app on iPad.
Cards are instead added (as you have done) via Settings > Wallet & Apple Pay. To pay using Apple Pay within apps, tap the "Buy with Apple Pay" button or "Apple Pay" button.
