Apple Music Offline songs still need connection?

I'm having a problem with offline music, perhaps someone knows why?


Scenario:

I choose an Album in Apple Music.

I say "Make Available Offline"

My iPhone Downloads songs.

I can see a little "phone" icon next to them i assume indicating they're locally downloaded.

When I play the song its immediate, again a sign that its on my phone not streaming first.

OS is iOS 9.0.2


Problem:

I get on a plane, put my phone in Flight Mode

Try to play the Album and it says "You are not connected to the internet"

And shades out all the songs in the Album?


Does Offline mode not mean I should be able to play it when completely offline i.e no data or mobile connections at all?

I understand that you've made some songs available offline, but are unable to play these same songs when switching on AirPlane mode. This may have been due to interrupted downloads of the desired files. In order to verify that the files are fully downloaded and able to be played offline, you can set the Music app to show only music that's available offline.

In the My Music tab, tap Library. Then tap any of the different views (Artists, Albums, etc.), and enable Music Available Offline.

Add music from the Apple Music catalog to your library - Apple Support
