If they are in the iCloud Photo Library then no.
Well you can if your using a different iCloud account on the iPhone.
By design it's to keep all your photos across all your devices.

Ps. anyway there is lot of problems with icloud ( cause i was trying to upload manually, gaves errors several times and iphone was blocked totaly 2 times ! totaly closed, i could open it by very diffuculty....so before upload i will put all machines of sync :-) )
I was not happy also support services apple by phone, where they respond from Ireland and they are UNEXPERIANCED personnes !!!!!
Gaves wrong informations etc.. stayed 2 hours on the phone, be nervouse one of them ANNA , would not gived me her really name and close the phone on my face ! all my family Apple but we regret Apple services !!! :-(

First of all you need to make a DUPLICATE of your iCloud photo library on Mac.
rename it like "old photos" or something like that
Put the new library in iCloud drive folder so that it uploads to iCloud. (if you do't want that library to keep space on your computer you can put it in an external hd)
Now go on the main photo library and erase all the photos, so that all the photos on devices will be erased.
I use this truck because i keep a library for each year (2015 2014 2013 and so on) and it works ok.
