In Yosemite was able to get it to work again by going to iCloud in System Preferences, unchecking iCloud Drive, rechecking it, and allowing all files to re-download. Unfortunately, even that does not seem to work since El Capitan. Copying the iCloud files to your hard drive and back again might be the only solution for now.

It's becoming a major issue for me - iCloud is nigh useless if I can't use it across my devices...

Dec 4, 2015 5:22 PM in response to Shaolin Daveby Bcadet,It worked perfectly for me. I did exactly what siisaul did, with the minor exception of shutting down my mac and turning it on 2 minutes later, and it started opening my icloud files again.

Dec 25, 2015 6:33 PM in response to siisaulby Ben Stahl,I had this happened 3 times with an Xcode project on iCloud Drive (Yosemite 10.11.2). In each case restarting the computer allowed me to open the file but it's annoying to have to restart and does not inspire confidence that your important files are safe.

any update on this - i see exactly the same issue.
PDFs open fine
PPT provide an error 'the document "(null)" could not be opened
WORD just won't do anything
can see all in finder preview
can download from iCloud.com and save locally to open.
