I need to dowload the fotos in icloud which is currently dissabled

I have no space left in icloud. I need to dowload the fotos I have there but the systrem is telling me that icloud has been dissabled. However, icloud is giving me 30 day to dowload the fotos. ??? Hard to undesrtand...
