In the first instance, try contacting your card issuer as the message suggests.

Apple WatchYou may also find that it helps to update your iPhone to the latest software. The latest version (iOS 9.1) was released yesterday:

And when I call them they say the cards are supported (which I already knew) and say that it should be working. They can't help me.
I Did update to the new software. Same problem still persist.

You need to call your issuers again and ask for the matter to be escalated (ask to speak with their Apple Pay verification team), as the answers that they have provided so far are not helpful. Only your card issuers can tell you, for example, whether or not they have:
- Received a request to approve adding your credit or debit card to Apple Pay specifically on your device (as opposed to your wife's);
- Attempted to send you a verification request, and/or;
- Sent a Device Account Number to Apple, to be added to your device.
If your issuers cannot identify the issue and help you to resolve it, you can then contact Apple and explain what your issuer has told you:
