The entry of the credit card is used to verify identity. If you enter the card details and your account verifies, you can remove the card information afterwards.

Please don't make a mess of things and create another Apple ID. Bad advice.

If you don't want to enter a bank card, select None. If you aren't offered None, then I would buy a $10 iTunes Gift Card and redeem that.

While it may have sounded as if I was recommending the creation of another Apple ID, that was not the intention of the post. It was to say the only way to create one without the credit card was to use the support document that I provided. The selection of None in the creation of a regular ID must have changed somewhat, as that was not an option in the past. The information provided is based on my past experiences, information gathered here, and the Apple documents on creating an Apple ID which states to provide a valid payment method and billing address.

I will update my information based on your post that users can select None.

There is nothing new going on here. It has always been an option. Users have always been able to select None if it appears in the payment options.
